Key Audit Expert, Support to Anti-Corruption Champion Institutions Program in Ukraine

The Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine is a six-year USAID initiative that has an objective to assist Ukraine to reduce corruption and increase the accountability and transparency of governance in Ukraine. The program seeks to empower key government institutions to fight corruption, build public support for and engagement in anti-corruption efforts, and reduce citizen tolerance to corruption. SACCI works with the wide spectrum of anti-corruption stakeholders, including the specialized anti-corruption bodies, governmental institutions at national and local levels, the private sector, and civil society watchdog organizations. SACCI seeks to promote transparency and accountability during the time of the Russia’s aggression and the Ukraine reconstruction efforts. SACCI supports the Agency for Reconstruction and Development of Infrastructure of Ukraine (Recovery Agency) in creating an effective system for preventing corruption in reconstruction processes to ensure transparency and accountability.

Position Summary:

The Key Audit Expert will support the State Agency for Restoration and Development of Infrastructure of Ukraine (Recovery Agency). The Recovery Agency aims to provide anti-corruption supervision during the planning and implementation of reconstruction activities to eliminate potential corruption risks, enabling the quality of restoration for its final beneficiaries. The Expert will help build the capacity of the Recovery Agency to identify and mitigate corruption risks in ongoing reconstruction processes. The Expert will contribute to the achievement of this goal by providing assistance in building an internal audit system within the Agency. This is a short-term position with an expected level of effort of up to 150 working days.

 

Responsibilities:

  • Conduct an analysis of the internal control and audit system in the Recovery Agency.
  • Develop recommendations to strengthen the effectiveness of internal control for the Recovery Agency.
  • Develop internal regulations and policies concerning internal audits.
  • Develop an optimal anti-corruption structure and policies for the Recovery Agency to strengthen control over the transparency and accountability of internal processes.

 

Qualifications:

  • Bachelor’s degree in law, public administration, or related fields such as economics, auditing, or accounting is required. Master’s degree is preferred.
  • Minimum five years of professional experience in auditing governmental, non-governmental or international organizations, and providing technical assistance/consultation on the relevant subject matter is required.
  • Experience working and collaborating with stakeholders, including government, civil society is required.
  • Proven ability in analytical work and report drafting is required.
  • Fluency in written and oral Ukrainian required. Fluency in English preferred.
